A dire warning has been issued to African governments: the continent's governance crisis is deepening, and it's all because of a growing 'Trust Gap'. The 2025 African Policy Index, a comprehensive study by Reputation Poll in International (RPI), has revealed a stark reality - public trust is the ultimate determinant of governance stability in Africa, surpassing even the strength of policies implemented.

The Index assessed all 54 African nations, utilizing performance data and the insights of over 25,000 citizens. It categorized countries into three tiers, with Mauritius, Seychelles, and Cabo Verde leading the pack. These 'Leaders' showcase how strong economic management, public health initiatives, and transparent institutions can foster high citizen confidence.

But here's where it gets controversial: over 60% of African countries are struggling, with policy actions failing to convince their citizens. Countries like Nigeria, South Africa, Angola, Egypt, and Zimbabwe are facing significant trust deficits, sometimes exceeding 25 points. Public distrust, stemming from perceptions of corruption, service failures, and inequality, is overshadowing any policy achievements.

The situation is even more dire for the 18 'Systemic Challengers', countries scoring below 50 on the Index. In these nations, insecurity, institutional breakdown, and weak legitimacy fuel an average Trust Gap of 35 points. Central Africa, with an average score of 41.2, is the worst-performing region, while Southern Africa takes the lead.

And this is the part most people miss: the report highlights that deliberate and measurable strategies to rebuild trust are crucial. Mauritius and Botswana, two success stories, demonstrate that routine public feedback, transparency, and accountability can sustain trust, even in challenging circumstances.

As Africa grapples with rising debt, climate challenges, and youth unemployment, the 2025 Index underscores the importance of trust as the new foundation of governance. The report concludes, "Without addressing the Trust Gap, policy ambition alone cannot bring stability or legitimacy."
